Formed 3 Oct 1939 in Berlin from parts of Stab/Luftgau-Kommando III. Soon transferred to Neuwied, where it took control of Flak-Regiments101,102 and 104, and was subordinated to Luftflotte 3. Was to support the panzer units under Heeresgruppe A, for the attack on France.
On 16 Apr 1940 controlled the following units:
- Stab/Flak-Regiment 101 with I./12, I./22, I./51,le.85 and III./RGG, for the support 12th Army.
- Stab/Flak-Regiment 102 with I./18, I./38, II./38 and le.91, for the support of Panzergruppe Kleist.
- Stab/Flak-Regiment 104 with I./11, II./11,le.75 and III./9, for the support of 16th Army
- Luftnachrichten-Regiment 101
- Korpsnachschubführer I
- Flugbereitschaft with Bf 108, Fi 156 and W.34
Stab/Flak-Regiment 104 also controlled I./Flak-Regiment 8 (from 10.5 to 18 May 1940).

Moved to Berlin in September 1940, and took control of the air defence of the capital, now subordinated to Luftgau III. On 23 Mar 1941 redesignated Stab/Luftwaffenbefehlshaber Mitte.
Reformed 1 Apr 1941 in Berlin from Stab/Flak-Brigade I. On 6 Jun 1941 stationed in Warszaw. Began attack on Russia 22 Jun 1941 (HQ Bohukaly, near Brest-Litovsk) in support of Panzergruppe 2, subordinated to Luftflotte 2, with the following units:
15 Jan 1942 based at Orel. In May 1942 transferred to South Russia, HQ Poltava, and took control of all flak-units under Luftflotte 4 with :

I. Flakkorps was known as Luftwaffenkommando Kaukasus (HQ Pjatigorsk), from 25 Nov 1942 to 6 Feb 1943 for operations in the Caucasus. The 10. Flak-Division left the korps 8 Aug 1942, and became subordinated to Luftwaffenkommando Don, but rejoined the korps in Feb 1943. The 9. Flak-Division was destroyed in Stalingrad Jan 1943, but was reformed 7 Feb 1943.
